I would also beg to incire whether the Hongkong Governmen would be prepared itself to subscribe to any part of the loan?

I would further ask whether you would kingly ascert-in from His Majesty's Minister at Peking the prevent position of the Consortium in regard to loans made to China for railway construc- tion purposes, and whether any thing in the terms I have outlined above would conflict with those agreed to by the Consortium?

Would it be possible for the Consortium to furnish the loan, but to leave the engagement of supervising st ff and the purchase of material in the hands of the negotiators, W. R. Lox-
